Freeman Road Annexation

In coordination with Pierce County, the City of Puyallup is considering annexation of the Freeman Road area. This is a 134-acre unincorporated Pierce County area located at the northwest corner of the City, between Valley Avenue, Levee Road, and Freeman Road. The area abuts the City of Puyallup on the east and south sides, the City of Edgewood to the north, and the City of Fife to the west.

This area is an unincorporated "island" in Pierce County where future annexation to the respective abutting municipality is expected by the State Growth Management Act (GMA) and considered a high priority in regional planning policies. As an island, this area is challenging for the County to serve and is already receiving some services from the adjacent cities, yet is missing out on access to all services tailored for an urban environment such as membership to Puyallup's library, representation from the City Council, and Puyallup Police service to name a few.

Annexation Process

This particular annexation is being processed using the "Unincorporated Island-Interlocal" method. under this method, the annexation is processed through the use of interlocal agreements between the county and the city that is annexing the "island" of land. This annexation will follow the steps outlined below. More information, including meeting dates and materials, will be provided here as the process moves forward.

  • City Council consideration of resolution initiating annexation
  • Community meeting to discuss annexation process
  • City and County staff draft interlocal annexation agreement
  • Planning Commission review of zoning designation
  • City Council and County Council public hearings; consideration of interlocal agreement
  • Voters may petition for referendum (45 days)
  • City Council consideration of ordinance to authorize annexation
